intendent of Customs in Kiukiang, all military commanders

and all associations in the District and had a discussion

as to reorganisation. It was unanimously resolved that a protest should be made to the British Consul by Mr. Chow

Yung Nang, and a letter sent to the Commissioner of

Customs, urging him to resume his duty. At the same time

a Committee for the Control of the Anti-British movements

in Kiukiang was organised and to deal with all affairs

in the Concession. Now a protest has been forwarded to the British Consul by Superintendent Chow, who will

report as to the result. However my troops will shortly

have to leave, and I must request that another man should

be despatched here to take charge of the policing in the

Concession. The above is my report as to all particulars

in connection with the resumption of the Concession in

Kiukiang, to which I hope you will give due consideration."
